Singapore's Law and Home Affairs Minister K Shanmugam and Foreign Affairs Minister Vivian Balakrishnan sent a letter to Lee Hsien Yang through their lawyers in July. In this letter, it was demanded that if Lee Hsien Yang does not apologize for the allegations made by him, then both of them will file a defamation case against him.
In an internet media post, K Shanmugam said Lee Hsien Yang had accused him and another minister, Balakrishnan, of misusing the Singapore Land Authority for personal gain. It was alleged that trees were cut without permission in the government bungalows of both the ministers. Also, the renovation of both bungalows was paid for by the Singapore Land Authority.
The controversy over these bungalows first arose in May last when opposition leader and Reform Party chief Kenneth Jayaratnam had alleged that ministers were paying rent below the market rate for government bungalows. Singapore's anti-corruption agency investigated. The ministers got a clean chit in the investigation.
