The central government on Thursday imposed import restrictions on laptops, tablets, all-in-one personal computers, ultra-small form factor computers, and servers with immediate effect.
In a notification, the Directorate General of Foreign Trade (DGFT) said import licensing of up to 20 items per consignment is provided for research and development (R&D), testing, benchmarking and testing, repair, and product development purposes.
The move is expected to cut down on imports from countries like China. It added, "The import of Laptops, Tablets, All-in-One Personal Computers, and Ultra Small Form Factor Computers, Servers is 'Prohibited' with immediate effect." Products under embargo require a license or permission from the government.
The Commerce and industry ministry said that these restrictions will not apply to imports under baggage rules, as amended from time to time. It states that the import of 1 laptop, tablet, all-in-one personal computer, or ultra-small form factor computer will be exempted from import licensing requirements, including computers purchased from e-commerce portals through post or courier are also included. The government further said that the import would be subject to payment of applicable duty.
The government said the exemption from licensing is provided for up to 20 such items per consignment for R&D (research and development) testing, benchmarking, evaluation, repair, re-export, and product development purposes.
The ministry said that the import would be permitted subject to the condition that the imported goods would be used only for the stated purposes and would not be sold, moreover, after the intended purpose, the products would be either destroyed or destroyed. use or re-export. However, the ministry clarified that the repair and return of the said items would not require a restricted import license.
