After registering a case against corrupt officers and employees in the ACB in the state, a High Power Committee will be formed to decide whether to prosecute them. The same committee will decide whether to approve or not approve the prosecution in ACB cases. This decision was taken at the Chintan Shivir going on at the Harishchandra Mathur Institute of Public Administration (HCM RIPA) in Jaipur on the functioning of the government for four years. Rajasthan Chief Minister Ashok Gehlot reprimanded the officers who did not come to the Chintan Shivir after preparation.
This decision was taken on Monday, the first day of the 2-day Chintan Shivir. The matter was also discussed in the cabinet meeting held earlier. Now the arbitrariness of the departments will end in giving the approval to run cases in cases of corruption or disproportionate assets trapped in ACB. At present, there are about 610 such cases pending, in which permission has not been received from the department level. In such a situation, the case becomes weak and the accused gets its benefit. A committee will be formed under the chairmanship of the Chief Secretary to approve and review the running of cases against corrupt officers and employees. ACS or Principal Secretary of the Home Department, Principal Secretary of the Personnel Department and senior officers of the concerned department will be members of the committee.
The concerned department gives the approval (prosecution approval) to run the case against the corrupt officers and employees caught in the ACB. Departments sometimes do not give permission to run cases against officers accused of corruption for a long time, due to which the case becomes weak. The accused gets the benefit of this. The court has also given an order on giving the approval to run the case within the stipulated time, but even now delay is common.
Case pending against 610 officers and employees in corruption cases
Prosecution sanction against 610 officers-employees is pending in ACB in corruption cases. The approval to run the case is stuck in 51 departments of the government. Of these, a maximum of 110 cases are in the Panchayati Raj Department and 107 in the Self Government Department. As per ACB records, 44 cases are pending in Revenue Department, 33 in PWD, 30 in Health Department, 28 in Police, 26 in Transport Department, 18 in Mineral Department, 17 in UDH, 15 in the Women and Child Development and 14 in Agriculture Department. These are such cases, in which the department has to approve the prosecution of the accused officers and employees.
During the meditation camp, CM Ashok Gehlot reprimanded the negligent officers and warned them to improve their performance. A lot of questions and answers also took place during the presentation of the ministers. During the presentation of each department, the work done on the budget announcements and the promises made in the Congress manifesto was reviewed. Chief Secretary Usha Sharma told through a presentation that in the last four years there were 2722 announcements, out of which 2549 (94%) financial sanctions have been done.

During Chintan Shivir, there was a long discussion on matters like paper leaks and the Kota RTU professors making unreasonable demands in the name of increasing the number of girl students. Food Minister Pratap Singh Khachariawas said – The Chief Minister has taken the quota issue seriously. There has also been a long discussion on the matter of paper leaks in examinations. The government will take a strict stand on these matters. The government will bring a bill to control coaching and private universities.
Khachariawas said in a conversation with the media at Chintan Shivir – Chief Minister Gehlot has done the work of strengthening the ACB by making a committee to decide on the case against corrupt officers and employees. When the committee will take a decision on the matters of the cases referred to the ACB whether the case is fit to proceed or not, then a decision will be taken at the high level. ACB will not have to look at the departments for approval to run the case. ACB will get strength.
Four ministers remained absent in the government's two-day Chintan Shivir and cabinet meeting. Ministers Vishvendra Singh, Hemaram Chowdhary, Shakuntala Rawat, and Rajendra Gudha did not come to the cabinet meeting in the morning and then to the contemplation camp. Forest Minister Hemaram Chowdhary did not attend the cabinet meeting and went to the Parbatsar meeting with Sachin Pilot. There he targeted the government. In the evening, Hemaram Choudhary reached Chintan Shivir. PHED minister Mahesh Joshi attended the cabinet meeting but left without attending the Chintan Shivir due to ill health.
